If your neighbours and the stairwell have power, but you do not, the problem lies in the installation of the commercial unit or flat, or in the protective devices - this is a matter for an electrician, not for the operator. Do not switch on the circuit breaker or the tripping RCD repeatedly: this is a sign of a fault that needs to be found.
Disconnect the device you turned on last and try to reset the protective device once. If it trips again - do not force it. Repeated tripping means a short circuit, overload or damage to the installation; measurement and repair by a qualified electrician is required.
