FAQ
Yes - from 28 April 2023 for sale and rent. The buyer receives the certificate at the notary deed, the tenant a copy with the agreement. Failure to comply with the obligation may result in a fine (in practice up to 5,000 zł). If you live in your own property and do not plan any transactions - you do not need a certificate.
From 29 May 2026, certificates have a new template with energy classes A+-G, and the class and EP index must appear in the sale or rent advertisement. The exemption for historic buildings has ceased to apply. Older certificates remain valid until the end of their term, but a document without a class may weaken the offer against the competition.
Certificate - 10 years, unless you carry out works that change the energy performance beforehand (thermal modernization, replacement of the heat source). The measurement report documents the condition of the installation on the day of the test; in the case of periodic inspection under Prawo budowlane (Polish Building Law), the next test is due at the latest after 5 years.
For a building - yes: Art. 62 of Prawo budowlane (Polish Building Law) mandates testing of the electrical installation at least once every 5 years; the owner or manager is responsible for the building (single-family house - the owner). For an individual apartment, the regulation does not impose the obligation directly on the owner of the premises, but when selling or renting, the measurement report is the strongest proof that the installation is in working order.
