From 2023

Certificate for sale and rental

The buyer receives the certificate with the notarial deed (the notary records the handover), the tenant — a copy with the agreement. Failure to provide the document may result in a fine, in practice up to 5,000 zł.

Classes A+–G and data in the advertisement

Certificates have a new template with energy classes similar to household appliances. The class and EP indicator must be included in the sale or rental advertisement. Historic buildings have lost their exemption.

Electrical inspection every 5 years

An electrical installation inspection at least once every 5 years is the building owner's obligation — including single-family homes. In an apartment, the measurement protocol is solid proof of the installation's condition for the buyer and insurer.

Selling an apartment

You must provide the certificate with the deed, and show the class in the advertisement. The measurement report eliminates haggling 'because of the old installation'.

FAQ

Is an energy performance certificate mandatory?

Yes — from 28 April 2023 for sales and rentals. The buyer receives the certificate with the notarial deed, the tenant a copy with the contract. Failure to comply with the obligation carries a fine (in practice up to 5,000 zł). If you live in your own property and do not plan a transaction — you do not need a certificate.

What changed in 2026?

From 29 May 2026, certificates have a new format with energy classes A+–G, and the class and EP indicator must appear in the sales or rental advertisement. The exemption for historic buildings is no longer valid. Older certificates remain valid until their expiry date, but a document without a class may weaken the offer compared to competitors.

How long are the certificate and report valid?

The certificate — 10 years, unless you carry out work that changes the energy characteristics (thermal modernisation, replacement of the heat source) earlier. The measurement report documents the condition of the installation on the day of the inspection; for periodic inspections under Prawo budowlane, the next inspection is due no later than after 5 years.

Is an electrical inspection mandatory?

For a building — yes: art. 62 Prawo budowlanego mandates an electrical installation inspection at least once every 5 years; the owner or manager is responsible for the building (single-family house — owner). For a single flat, the regulation does not directly impose an obligation on the owner of the property, but for sale or rental, the measurement report is the strongest proof that the installation is functional.

How long does a visit take and what do you need?

Usually 2–3 hours. Property documentation (floor plan, heating and ventilation data) helps — if you don't have it, the technician will collect the data during the site visit. We send the certificate with the CRCEB number and the report by e-mail.

Can I order only one of the services?

Yes. Certificate only — from 399 zł, measurements with report only — from 249 zł. The package simply combines both services in one visit and reduces the price of the certificate to 308 zł.

What if it's a house, not a flat?

The package "from 799 zł" applies to a typical flat. A house has more circuits and a more complex characteristic — you will select the scope in the reservation, and you will see the exact price before confirming the date. The price does not increase without your consent.
