FAQ
Yes - from 28 April 2023 for sale and rent. The buyer receives the certificate at the notary deed, the tenant a copy with the agreement. Failure to comply with this obligation may result in a fine (in practice up to 5 000 zł). If you live in your own property and do not plan a transaction - you do not need a certificate.
From 29 May 2026, certificates have a new template with energy classes A+-G, and the class and EP indicator must appear in the sale or rent advertisement. The exemption for historic buildings has ceased to apply. Older certificates remain valid until their expiry date, but a document without a class may weaken the offer against the competition.
Certificate - 10 years, unless you carry out works that change the energy performance earlier (thermal modernization, replacement of the heat source). The measurement report documents the condition of the installation on the day of the test; for periodic inspections under the Building Law, the next test is due at the latest after 5 years.
For a building - yes: Art. 62 of the Building Law mandates testing of the electrical installation at least once every 5 years; the owner or manager is responsible for the building (single-family house - the owner). For a single apartment, the regulation does not directly impose an obligation on the property owner, but when selling or renting, the measurement report is the strongest proof that the installation is in working order.
