Will the unit's most important services operate after a power outage?
The Blackout Ready Audit identifies what needs to remain powered, for how long, and by what source. The result is a technical plan: priority loads, power balance, generator/UPS/energy storage variant, switching method, tests, and modernisation schedule.
The Lower Silesian Voivodeship Office allocated over PLN 381 million for OLiOC in 2026. A good project starts with a scope that can be priced and accepted.
When an audit is needed
Six signs that the plan only exists on paper.
- The office has a generator, but no connector or safe switching system
- Generator power is based on the object's nameplate, not on critical load measurement
- It is unknown what must operate after 15 minutes, 3 hours, and subsequent days
- Fuel, ventilation, service, and operation are not part of a single plan
- Waterworks, server room, OPS, and school have separate, inconsistent procedures
- The test is conducted without real load or is not documented
Audit scope
Eight items — from inventory to work plan.

Basis and important disclaimer
Art. 33 ustawy OLiOC covers backup power sources and fuels, and the ability to perform key tasks for at least three days. This is not a universal mandate for "72-hour generator in every building" – the scope depends on the object's role and risk analysis.
For which facilities
Offices and crisis management centres, waterworks and sewage treatment plants, OPS/CUS, schools designated for crisis tasks, DPS and hospitals, OLiOC warehouses, fire stations, museums and communication centres.
What the client receives
A report for technical personnel and a separate decision-making summary.
- Critical reception diagram within the agreed scope of disclosure
- Power balance, variants, and autonomy time matrix
- Acceptance criteria and test scenario
- Work plan for 0–3, 3–12, and 12–36 months
- Technical material for further cost estimation or Statement of Work (OPZ)
Questions and Answers
Does the audit conclude with the selection of a specific generator?
It may conclude with functional parameters and variants. The brand and model should be chosen after confirming power, connection conditions, location, noise, ventilation, fuel, and service.
Is it necessary to shut down the facility?
The scope and risk of the test are determined in advance. A power outage simulation requires an agreed scenario, service protection, and the consent of responsible persons.
Can the report be used in procurement proceedings?
The report can serve as technical material for preparing the scope. It does not replace legal verification of the OPZ or the entire proceedings.
